Abstract
Initial literature on the ‘European refugee crisis’ discerned intergovernmental tendencies in its management. This paper examines whether neofunctionalism may be able to explain a major case of ‘European refugee crisis’ policy‐making, the negotiations on the European Border and Coast Guard regulation.
