Internet connectivity is essential for prosperity and development in all societies. This policy-focussed report is the culmination of a qualitative study of digital connectivity and telecommunications in rural Far North Queensland (FNQ). In particular, the research investigated the lived experience of digital inclusion – a combination of internet access, affordability of technology, and digital ability - in agricultural households and communities the Northern Gulf region. The Australian Digital ...

While the Australian Government’s Developing Northern Australia (NA) strategy sets ambitious targets for major essential infrastructure such as roads and water, relatively less attention has been paid how telecommunications and internet needs will be met to ensure NA is competitive and livable in the digital age. According to the Australian Digital Inclusion Index, Northern Australians are far less digitally included that their southern counterparts across three sub-indices: internet access, aff...

Scholars from QUT and JCU prepared a submission to the Australian Government's call for consultation on the Regional Connectivity Program. As well as responding to specific questions posed by the Government, we make some broader recommendations including: We recommend greater investment in digital capacity building in rural and remote areas through a multi-level approach: 1. Delivering targeted digital ability programs in regional areas 2. Developing digital mentors, support brokers and upskill ...

This research project is about giving a voice to cattle farmers in Far North Queensland (FNQ) who are among the most digitally excluded people in our country (Thomas et. al., 2018). As a former resident of Chillagoe (and remote parts of the Northern Territory) I am familiar with the personal and economic challenges associated with getting connected and staying connected in the bush. I wanted, however, to explore issues beyond those of obtaining an internet connection (be it via a mobile network,...

Australia’s Great Barrier Reef (GBR) is in severe ecological decline with, for example, large reductions in coral cover and dugong populations. The principal causes of the decline are associated with climate change effects and poor water quality. Poor water quality is due to increased loads of fine sediment, nutrients (nitrogen and phosphorus), and pesticides discharged to the GBR from agricultural sources on the GBR catchment. Management of agricultural practices, primarily in the two principal...

The following three case studies form part of a broader research project to investigate digital inclusion – a combination of internet access, affordability and digital ability – in the Northern Gulf region in Far North Queensland (FNQ). The project aimed to understand how internet connectivity (or lack thereof) impacts the lives and livelihoods of cattle producing households and communities. These case studies should be read in conjunction with the participant-focused report and policy-focused r...
The past decade has seen several high profile national policy conflicts related to sustainable development beset the northern Australian pastoral industry. Examples include the live cattle export ban, tree clearing legislation in Queensland and significant pastoral sector concerns about exploration and development of coal and gas reserves across the north. Although these are very legitimate cross-societal debates, the high levels of conflict associated with them impact on the willingness of corp...

This report focuses on the trial of a regionally-specific framework to assess and monitor the human dimensions of the Great Barrier Reef (GBR) as they relate to the Fitzroy Region and the adjacent GBR. To ensure GBR policy makers and managers better consider the needs of Reef-dependent and Reef-associated communities and industries, the aim of this project is to develop a participatory approach to the assessment, monitoring and bench-marking of human dimensions of relevance to the region and to ...

Water quality outcomes affecting Australia’s Great Barrier Reef (GBR) are governed by multi-level and multi-party decision-making that influences forested and agricultural landscapes. With international concern about the GBR’s declining ecological health, this paper identifies and focuses on implementation failure (primarily at catchment scale) as a systemic risk within the overall GBR governance system. There has been limited integrated analysis of the full suite of governance subdomains that o...

Northern Australia, the region of Australia north of the Tropic of Capricorn, is characterized by profound difference and complexity in cultures, worldviews and ways of being. An array of diverse governance responses to the way this complexity and difference manifests itself has been discussed elsewhere (Stephens, 2014). This chapter reflects in particular on the use of Governance Systems Analysis (GSA) in northern Australia in improving governance outcomes in this complex world. GSA is an analy...
